Gridlock Coming Your Way Soon…!

Check it out and plan ahead urges MP


After a summer of disruption on Salisbury’s roads, Robert Key has obtained from Wiltshire County Council a list of expected roadworks between now and July 2005 in the hope that motorists can avoid a winter of discontent.

Robert Key said, “We are all too aware of the delays and inconvenience caused to local motorists by recent roadworks. With so many more planned between now and July next year, I fear a catalogue of grief will follow if people don’t plan ahead. Weekly bulletins are available on Wiltshire County Council’s website and I urge motorists to check it out with Clarence’s Roadwatch at www.wiltshire.gov.uk.”

In a letter to Robert, Councillor Fleur de Rhé-Philipe said, “The County Council as Highway Authority has a duty under the New Roads and Street Works Act 1991 to hold regular co-ordination meetings at which all highway related works are considered in order to minimise disruption to the road user. In addition to these quarterly meetings other more local meetings are arranged with the Wiltshire Police, Highways Agency and other necessary groups to again discuss and coordinate any proposed works.”

Roadworks Schemes in Salisbury

November 2004 to January 2005

  1. New Cut X Roads Improvement - Complete.

  2. Wilton Park & Ride - C57 The Avenue Roundabout -construction in progress under temporary lights until Christmas.

  3. A338 Britford Park & Ride - Currently under lights which should be removed by end of November. That was agreed at initial site meeting, but additional works may have been requested. Awaiting update.

  4. A3094 (Park Wall to Newbridge Roundabout) - at present set of temporary lights for drainage works to new development Netherhampton. Slow progress, hand dig because of significant utility apparatus all encased in concrete, awaiting further utility information and possible drainage re-design. Anticipate lights for further two weeks, maybe longer. This scheme has waited for A36 Skew Bridge to finish.

  5. A3094 continued - works for two new developments in Netherhampton Road. Construction of a new access to serve residential development, including a widening to the carriageway and a shared footway and cycleway fronting the development is proposed to commence construction in January 2005. A similar new junction is proposed for a new industrial/commercial development of the former Southern Electricity Board site, which is located adjacent to the resident development. This site has obtained planning consent and is likely to proceed in the early part of 2005.

  6. Roman Road/Coronation Road, Bemerton Heath - Transco scheme to renew main again has been waiting for A36 Skew Bridge to finish as Roman Road local diversion route. Will now commence November 2nd, not open cut but insertion method used.
    Minimum disruption but set of lights will be required at Roman Road/Coronation Road/St Gregory's Avenue junction.

  7. Fisherton Street - development of Railway Sidings behind Post Office Sorting Depot. Traffic Management to control HGV movements whilst clearing site at St Pauls Road/Fisherton Street junction. Approx 60 - 70 lorry movements per day over period 6-8 weeks. All enter and exit at Fisherton Street/St Pauls Road junction and use A36 to tip at Pepperbox Hill.

    Due to proximity of pelican crossing and St Pauls Roundabout, junction with operate with 3 head 2 way manually controlled lights, existing lights and crossing to be removed from use. Fisherton Street to run on permanent greens, only changed to red when vehicles exit from site.

    There is no excavation involved this is intended to minimize safety concerns with HGVs having to turn right out of site at junction with push button crossing, and trying to join queue for St Pauls Roundabout lights. Possible commencement mid to late November 2004.

    There will also probably be utility works at some stage to bring services from Fisherton Street or St Pauls Road into this site.

  8. A338 Broken Cross Bridge - Discussions are continuing with Railtrack and other interested parties regarding proposed improvement works at this site. Peter Hanson (Divisional Highway Manager, Wilton - 01722 744440) is main contact for Wiltshire County Council.

 

January 2005 to July 2005

  1. As condition of planning for Wilton Park and Ride new layby to be constructed in The Avenue (outside Council Bungalows) and pedestrian crossing to be constructed A36 King Street. Anticipate both works requiring temporary lights in New Year.

  2. A3094 continued - Hamham Road/New Hamham Road - Transco scheme to renew main 2-3 weeks under lights. This scheme has been waiting for A36 Skew Bridge to finish, and will now start in January to avoid Christmas Shopping Period.

    A 338 Newbridge Road - final part of above scheme, Transco have to cross all four lanes to make final connection. Approx two weeks of lane closures.

  3. A36 Canada Common Roundabout to Fighting Cocks -Hampshire (Atkins).

    Complete road closure for major reconstruction and resurfacing works.

    Although these works are in Hampshire, Wiltshire Highways will be used as part of alternative routes.

    Southbound Traffic (Salisbury to Southampton) will be diverted off A36 at A27 junction and use A27 through Whiteparish to Romsey.

    Northbound traffic (Southampton to Salisbury) will use M27, A31 (Ringwood) then A338 back to Salisbury entering Wiltshire south of Downton. At the moment the A338 has works at Britford Park and Ride site Salisbury under lights and A36 works cannot take place until lights are removed. Possible New Year start date anticipated.

  4. A3094 Harnham Road - Netherhampton Road - Wilts County Council Scheme to repair carriageway (specific start dates unknown).

  5. A338 Churchill Way South - Bridge Strengthening under lane closures and contraflow. Possible Summer 2005 budget dependant.
