These Councils have few duties, but have a range of powers conferred
on them by Statute to adopt responsibility to spend money from rates, capital
or loans to provide or administer local facilities or amenities, including:
Allotments, Public Walks,
Open Spaces, Litter Bins, Tourism, War Memorials, Parish Elections (filling casual
vacancies), Parish Elections (Finances for the poll), Parish Staff (eg Clerk,
Groundsmen, Treasurer, Cleaners, Caretaker etc), Recreation Grounds and Sports
Facilities, Commons and Village Greens, Parish or Community Hall, Arts and Crafts,
Crematoria, Public Clocks, Burial Grounds, Public Seats and Shelters, Mortuaries
and Closed Churchyards (if maintained at public expense), Off-street Car and Cycle
Parks, Postal and Telephone facilities, Entertainments, Public Conveniences, Public
Footpaths and Bridleways, Rights of Way in Trust, Street and Footway lighting,
To raise Money by means of Parish Rate, Roadside Verges (with consent of Highway
Authority), Best Kept Village competition, Conservation Work (eg pond clearing,
tree planting, tidying derelict land)
Also the right to be
consulted on:
Local Planning Applications, Sewerage Schemes, County Transportation Plans, Highways
Stopping up, Local Plans (Town, Village, Conservation Area), Heavy Lorry Route
Proposals, Structure Plans, Some categories of Byelaws.
There are rights of representation
on local charities, in local education (School Managers) and on public inquiries.
