A36 Wylye Valley Traffic Management Scheme

Thank you for your letter dated 17th January, 2006 regarding the above matter.

I can assure you that Wiltshire County Council, in partnership with the Highways Agency, has been working on a comprehensive traffic management scheme specifically designed to address the concerns raised by the residents of South Newton, Stoford and Stapleford. The scheme has been designed by InterRoute, consultants to the Highways Agency, and is currently at an advanced design stage.

Scheme proposals include a comprehensive review of the village speed limits, carriageway widening and realignment, sections of new footway, pedestrian crossing facilities and a number of bus stop improvements including a public transport interchange. The full scheme involves land purchase that is likely to involve lengthy negotiations and legal procedures although it is hoped that a number of the more straightforward proposals will be introduced in advance of these works.

Wiltshire County Council is holding monthly scheme progress meetings with the Highways Agency, InterRoute and the County's design consultants, Mouchel Parkman. South Newton Parish Council, along with other relevant parties, has been sent regular updates outlining scheme progress, the latest of which was sent on 26th January. In addition, a public exhibition of the proposals is currently planned for sometime in April and will be held at South Newton Village Hall. I attach a summary of the current scheme progress for your information.

The survey of HGVs you refer to was not done for the A36 but rather a response to a request for a weight limit on the C283 which links the A36 to the A360 at Stoford Bottom. This survey was undertaken last September and, over a 10-hour period, recorded a total of eight lorry movements. Given this very low number of movements, the processing of an Order to prohibit lorries could not be justified.

Environmental Works

  • The Preliminary Environmental Assessment Report has been completed by InterRoute
  • Environmental Assessment (Screening Report) underway (completion estimated for mid March 06)
  • Consultation with the Environment Agency has begun - InterRoutes Environment Team have made initial contact.

Consultation

  • Scheme proposals have been discussed with Wilts & Dorset with an alteration of the original South Newton bus stop proposal to be undertaken as a result.

Safety Camera Relocation

  • Dave Frampton (Highways Agency) currently pursuing: Meeting with Safety Camera Partnership upcoming.

Design Progress

  • Vertical Alignment Drawings 75% complete.
  • Design Drawings updated to Topographical Survey.
  • South Newton Crossing to be relocated.
  • Design of car park to be confirmed via Auto-Track.
  • No record of overturning HGV's on the Stapieford Bend.

Traffic Regulation Order Progression

  • Extents and documentation due to be submitted to Highways Authority shortly.

Public Exhibition

  • A public exhibition is planned for sometime in April with a date to be confirmed.
