Salisbury Railway
Station: Parking (Chalke Valley Preservation Society) Thank you for
your letter dated 29th September 2004, and enclosures,
regarding the County Council's position in relation to parking
issues at Salisbury Railway Station.
I was a little surprised
to hear that Salisbury District
Councillors were not familiar with the policy position
which is set out in the Local
Transport Plan, Salisbury Transport Plan Section. For your
information, I enclose an extract of the Plan which has
been supplied by Mr. Batten,
highlighting the relevant text; I hope you will agree that
Mr. Tilley's letter, dated 22nd July to Ms. Priscilla
Mackay, reflects the adopted
Plan.
You ask if the policy
expressed in that letter is also that of the Salisbury Joint
Transport Team: indeed, I can confirm
that to be the case. When the planning application for
additional
parking on
the Eastern Goods Yard was sought in 2001 (Planning Application
S010622), the Salisbury Transportation Officer offered
a strong objection to the
proposal, based on the Salisbury Transport Plan Policy.
In contrast, the County Council, in taking a more holistic
view
of the
proposal,
and balancing the conflicts which can arise between different
policies, did not raise an objection to the proposal.
The planning application
was withdrawn in May this year.
I hope that the
reply gives you a degree of comfort that, despite the policy position
set
out in the Plan, the
County Council will seek
to pursue a balanced approach to such matters, taking
into consideration all relevant matters and other pragmatic
advice in response to any future
consultations for like proposals.
